FREE PHEASANT HUNTING DVD WITH EVERY 2010 SMALL GAME HUNTING BROCHURE

When the 2010 Small Game Hunting brochure hits the stands in early August, it is sure to raise a few eyebrows. In addition to a fresh new design that simplifies the rules and regulations, the brochure will include a free DVD titled, “Pheasant Hunting Colorado.”

The Colorado Division of Wildlife is breaking new ground for a state wildlife agency, hoping the DVD will inspire new hunters to discover the many facets of Colorado’s excellent upland bird hunting, beginning with the ring-necked pheasant.
Although “Pheasant Hunting Colorado” is an entertaining, action-packed DVD filmed in stunning high-definition on Colorado’s Eastern Plains, it offers the viewer much more than just a taste of exciting pheasant hunting. The half-hour DVD is a comprehensive guide that leads both new and experienced hunters alike through the steps of planning and pulling off a successful hunt.

“The section on identifying the various types of pheasant habitats and how they can determine a pheasant’s daily movements is easy to understand and goes way beyond the typical advice given to hunters,” said Dennis McKinney, video specialist for the DOW and long-time pheasant hunter in eastern Colorado. “And the scouting and hunting strategies are dead on.”

More good news for small-game hunters this year is the Division of Wildlife’s decision to make its Walk-In-Access Program free to small-game license holders. The popular program provides access to more than 220,000 acres of private land to small game and waterfowl hunters. Hunters will find more details in the Small Game Brochure and in the Walk-In-Access Atlas due out later this fall.

“Teaching and recruiting future hunters is an effort that all wildlife agencies across the country are working on,” said Tyler Baskfield, communications manager for the DOW. “Providing an entertaining and educational DVD with every small game regulation brochure allows us to recruit pheasant hunters on a mass scale. It dovetails with our other recruiting efforts and the state’s wildlife and economy will benefit in the long run.”

Hunting and fishing bring an estimated $1.8 billion dollars into Colorado’s economy, and sportsmen pay for the majority of wildlife management. Money from the sale of hunting and fishing licenses accounts for more than 70 percent of the DOW’s annual budget. Pheasant hunting specifically benefits the many small-town economies on the Eastern Plains.

“Pheasant hunting is a great way to introduce new and especially young hunters to the sport of hunting,” said Tom Remington, Director of the DOW and avid pheasant hunter. “With this DVD, a pair of boots and the Walk-In Program Atlas, anybody can try their hand at hunting what looks to be a plentiful crop of roosters this fall.”

Pheasant hunters enjoyed great success last year due to increased numbers of birds on Colorado’s Eastern Plains. Pheasant crow counts on the Eastern Plains this spring were up over last year by 27 percent. Barring any massive weather events or other impacts on the pheasant population between now and the opening day of pheasant season, hunters should enjoy a banner year for pheasants.

COLORADO LANDOWNER VOUCHER COMMITTEE SEEKS PUBLIC PARTICIPATION

DENVER, Colo.– The Colorado Big Game Landowner Voucher Program Review Committee is holding an open house meeting in Denver to give the public an opportunity to discuss ways to improve the Landowner Voucher Program. The purpose of the public forum is to provide landowners and sportsmen an opportunity to meet with committee members to discuss the allocation of big game hunting licenses through the Colorado Division of Wildlife’s Landowner Voucher Program.

The meeting will be held Monday, Aug. 2 from 4 p.m. to 7 p.m. at Colorado Division of Wildlife headquarters, 6060 Broadway, Denver.

"This is a great opportunity for sportsmen, landowners and other community members to explore issues affecting the Landowner Voucher Program along Colorado’s Front Range," said Dave Chadwick, DOW public involvement coordinator. "The members of the committee are working through this process together and are committed to having a constructive discussion and finding ways to improve this program for everyone."

The informal, open-house format allows participants to drop in anytime during the three-hour meeting to convene with committee members and discuss issues related to the voucher program.

Although the DOW is facilitating the meeting, the Landowner Voucher Committee is an independent, collaborative group of sportsmen, landowners, outfitters and wildlife managers that is reviewing and recommending changes to the voucher program. The committee’s recommendations may include policy, legislative and regulatory changes. However, the committee does not have formal authority to enact changes to the program.

The Landowner Voucher Program, also known as the Priority Landowner Preference Program, plays an important role in managing Colorado’s elk, deer and pronghorn populations. Up to 15 percent of totally limited deer, elk and pronghorn licenses are reserved for landowners who own at least 160 contiguous acres of agricultural land. Landowner vouchers/licenses are valid in the entire Game Management Unit where private land is located.

HARTSEL MEETING JULY 15 TO FOCUS ON PRONGHORN MANAGEMENT IN PARK COUNTY

DENVER, Colo. — The Colorado Division of Wildlife (DOW) will hold a public meeting to gather input on the pronghorn herd in Park County. Pronghorn population and composition objectives and any other issues of concern regarding pronghorn management in Game Management Units (GMUs) 49, 50, 500, 501, 57, 58, 581, and 511 will be discussed. The Hartsel meeting will be held at 7:00 p.m., July 15 at the Hartsel Community Center, 86 Valley Ave, Hartsel.

“The DOW is eager to gather input from landowners, outdoor enthusiasts, and hunters to help us gauge the appropriate population and male-to-female ratio objectives for a ten-year management plan,” said DOW biologist Heather Halbritter. “Wildlife belongs to all of the public and we’d like everyone to have a say.”

ARVADA RESIDENTS CONVICTED OF WILDLIFE CRIMES

DENVER, Colo. — Two Arvada men have been fined more than $35,000 after their conviction on multiple charges for the poaching of a trophy bighorn ram above Georgetown in 2008.

Henry Butler, Jr., age 57, and his son, Brandon Butler, age 30, were sentenced two weeks ago in the 5th Judicial District Court in Georgetown for illegally killing the ram on September 28, 2008. In addition to their sentences, they face a lengthy suspension of their right to hunt and fish in most of the United States.

The case resulted from a tip called in by a hunter who was scouting the area for a later hunt.

“Bighorn sheep are Colorado’s state animal and a cherished part of our wildlife heritage,” said Area Wildlife Manager Reid DeWalt, who supervised the case. “We rely on the public to stand up for Colorado’s wildlife when they see people abusing it.” Bighorn sheep licenses are so highly prized that hunters can wait decades to successfully draw a tag. Ironically, Brandon Butler did have a valid sheep tag that would have allowed him to legally harvest the trophy ram.

After receiving the phone tip, DOW investigators responded quickly to an area north of Empire along the continental divide off Breckenridge Peak. There, they observed the Butlers walking away from the kill site above tree-line, one with a bighorn sheep head strapped to the top of a backpack, the other carrying a rifle. Later that night, officers encountered the two men on an ATV, but without the rifle or the ram’s head in their possession. Investigators subsequently discovered that both items had been placed in a truck parked near the Empire dump.

Under questioning, the men admitted that Henry Butler, 57, had illegally shot the ram just below Breckenridge Peak after Brandon, having tired of a difficult and challenging hunt used a cell phone to illegally guide his father to a position where he could see the band of sheep. The elder Butler did not care to see the tag “wasted” by remaining unfilled.

“Poachers are criminals,” said Steve Yamashita, DOW’s Northeast Regional Manager. “They give true sportsmen and women a bad name.”

Hunting licenses are not transferrable in Colorado; only the license holder may legally harvest an animal. In addition, meat from the animal must be cared for and brought out of the field for consumption. It is a felony in Colorado to kill an animal and only take the trophy parts from the carcass.

Henry Butler fought the charges, but in April was convicted at trial on a felony charge of willful destruction of wildlife. He was also convicted on misdemeanor charges of hunting without a license, illegal possession of wildlife, transfer of a license, waste of wildlife and the use of electronic equipment in the commission of a wildlife crime.

Butler was sentenced to a 90 days suspended jail sentence, fined more than $8,500 and assessed a $25,000 “Samson surcharge” for killing a trophy-class big game animal.

Brandon Butler accepted a plea bargain resulting in his conviction on illegal transfer of a license, illegal possession of wildlife and waste of wildlife. In addition to the fines, he agreed to make a $2,000 charitable contribution and to the forfeiture of a rifle and ATV.

Later this year, DOW will recommend that the Colorado Wildlife Commission impose lengthy suspensions of the Butlers’ right to hunt and fish in Colorado and the 33 other states who participate in the Interstate Wildlife Violator Compact.

Music in Nature Concerts

(Wyoming) — Grand Teton National Park and the Grand Teton Music Festival will offer a concert series called Music in Nature, in which a string quartet will perform 30-minute recitals inspired by nature. The string quartet was established by the Grand Teton Music Festival to showcase promising young musicians with the festival orchestra that plays each summer at Walk Festival Hall. Summer Seminars at Historic AMK Ranch

(Wyoming) — Each summer, the University of Wyoming-National Park Service Research Center offers educational presentations from graduate students and research professors at the AMK Ranch in Grand Teton National Park. American Indian Artists Share Their Heritage

(Wyoming) — For the past 35 years, artists from diverse tribes have demonstrated their traditional and contemporary art forms to allow visitors to Grand Teton National Park to gain a greater appreciation for, and understanding of, American Indian art and culture. Participating artists represent tribes from across the United States. Among the art forms demonstrated are painting, weaving, pottery, beadwork, and music. Three Marys of Manzanar: Exploring Women’s Lives in a Layered Past

(California) — Join Owens Valley author and historian Jane Wehrey at Manzanar National Historic Site on July 3 and 4 at 2 p.m. and July 5 at 11 a.m. as she introduces, through historic photographs and first-person accounts, three young women who once called Manzanar home. In this program presented by the Manzanar History Association, the lives of a Paiute daughter in 1904, a girl of the orchard community in 1924, and a young Japanese American internee of the World War II relocation center are windows into the past of this layered landscape where communities of diverse peoples have come, lived, and departed over more than 150 years.

This program is part of “Celebration of Women of Eastern Sierra California,” a multi-venue project of exhibits, lectures, and programs that began in March 2010 and will conclude in September. 50 Years of 50 Stars

(Maryland) — Fort McHenry is world-famous as the birthplace of “The Star-Spangled Banner,” written by Francis Scott Key about the fort’s 15-star, 15-stripe flag. Even today’s 50-star flag, however, had its moment of fame at Fort McHenry. Fifty years ago, on July 4, 1960, the very first 50-star flag was raised “o’er the ramparts” of Fort McHenry before it flew anywhere else in the country. On July 4, 2010, come celebrate a Hawaiian Fourth of July at Fort McHenry. At noon, a ceremony begins with the hoisting of a huge 20-by-38-foot, 50-star flag in a reenactment of the 1960 moment. The Aloha Boys will perform traditional Hawaiian music, while the flags of all 50 states line the fort’s ramparts. At 2 p.m., a music program entitled “From Patapsco to Pacific” will highlight both the fifes and drums of 1814 and traditional Hawaiian music. Independence Day Commemoration

Celebrate Independence Day with National Parks of New York Harbor (New York) — Several of the national parks in New York City are celebrating this pivotal American holiday. Castle Clinton National Monument will be the site of the Veterans Corps of Artillery-State of New York Fourth of July flag-raising ceremony at noon on the Fourth. The flag-raising includes a cannon-firing demonstration at Battery Park.

Families can enjoy a traditional Independence Day celebration at St. Paul’s Church National Historic Site on July 4 from 10 a.m. to 4 p.m. The day’s events include music, a reading of the Declaration of Independence, the tolling of the church’s 250-year-old bell 13 times, speeches, and light refreshments. And while the Founding Fathers might have declared independence on July 4 in Philadelphia, it took five days for the news to reach New York. Sagamore Hill Celebrates Independence Day 2010 (New York) — Sagamore Hill will hold free festivities on July 4 and 5 in honor of Independence Day. This holiday was important to Theodore Roosevelt, who often spoke at festivities in Oyster Bay and then gathered his extended family and friends at Sagamore Hill for a day of celebration.

Wildlife Ecologist Discusses Latest Book, Urban Carnivores

“Star-Spangled” Ceremony at Fort McHenry

(Maryland) — Come to Fort McHenry National Monument and Historic Shrine on July 31 at 6 p.m. for a special twilight tattoo ceremony featuring patriotic music, military pageantry, and living history. The program begins with a performance by the U.S. Navy Band, Drill Team, and Color Guard. The U.S. Navy Drill Team will perform modern rifle exercises. The team’s split-second timing and precision marching have dazzled audiences around the world. For a flavor of history, the Fort McHenry Guard, representing the 1814 defenders of Baltimore, will demonstrate battle tactics of the War of 1812. The Guard offers a unique historical experience at every free twilight tattoo ceremony at Fort McHenry. At the July 31 ceremony, the Guard, dressed in the uniforms of the 1814 defenders of Baltimore, will perform a cannon drill, a musket exercise, and a bayonet demonstration. New Scout Ranger Program Attracts Attention at Jewel Cave (South Dakota) — In celebration of the 100th anniversary of the Boy Scouts of America, Jewel Cave National Monument has crafted and implemented a new Scout ranger program. The program offers hands-on learning experiences and volunteerism for troops and packs spending time in the Black Hills of western South Dakota. Participants must perform at least three hours of volunteer service at Jewel Cave and take part in a ranger-guided activity.

An activity booklet allows the Scouts to learn how the National Park Service manages the surface and sub-surface resources of the monument. Upon completion of the program requirements, Scouts receive an embroidered patch. The National Park Service and Boy Scouts of America are teaming together to offer this program year-round. Yosemite Scientists to Use Lichen to Study Air Quality

(California) — Scientists at Yosemite National Park will use lichen diversity to measure impacts on air quality. Scientists will research how lichen serves as an indicator of nitrogen deposition, which varies over areas of the park. Most pollution that causes high ozone concentrations contains or ends up containing nitrogen after it reacts with sunlight in the atmosphere. Measurements suggest that the deposition of nitrogen from the atmosphere to the Sierra Nevada, especially in the fragile high elevations, is up to five times higher than it was in the 19th century.

Seashore Works to Preserve Headstones

(North Carolina) — At Cape Lookout National Seashore, there is an ongoing project to document, repair, straighten, and clean headstones within the cemeteries of Portsmouth Village and Shackelford Banks. For a week during March 2010, Dr. Frances Gale of the University of Texas at Austin, Historic Preservation Program, and several graduate students completed a condition assessment of these cemeteries. For three weeks in May and June, graduate students Jessica Ugarte and Kelley Russell returned to Cape Lookout to begin cleaning the headstones and making repairs. National Fossil Day, October 13, 2010

(Nationwide) — The National Park Service and the American Geological Institute will hold the first annual National Fossil Day this year during Earth Science Week (www.earthsciweek.org). National Fossil Day is a celebration organized to promote public awareness and stewardship of fossils, as well as to foster a greater appreciation of their scientific and educational values. More than 228 national parks contain fossils. The National Park Service is partnering with museums, professional organizations, and other groups to plan outreach activities across the country on October 13. Last Dam Summer

(Washington) — The largest dam removal in U.S. history will begin next year in the Elwha Valley of Olympic National Park. The project will free the Elwha River after 100 years. Salmon populations will swell as all five species of Pacific salmon return to more than 70 miles of river and streamand to a still-wild ecosystem. The return of fish will draw back bears, eagles, and other animals, while removing the dams will reestablish the natural flow of sediment from the mountains to the coast. The movement of sediment will rebuild wetlands, beaches, and the estuary at the mouth of the Elwha River. The returning salmon and restored river will renew the culture of the Lower Elwha Klallam Tribe, whose members have lived along the Elwha River since time immemorial. Tribal members will have access to sacred sites that are now inundated, and cultural traditions can be reborn.

Saguaro National Park to Host BioBlitz 2011

(Arizona) — Saguaro National Park, bordering Tucson, will host the 2011 National Park Service/National Geographic BioBlitz, scheduled for October

21 and 22, 2011. Part scientific endeavor, part festival, and part outdoor classroom, a BioBlitz is a two-day celebration of biodiversity centered on a 24-hour race to count species. During a BioBlitz, teams of scientists, schoolchildren, and the general public work together to find and identify as many species as possible in a given location. MIDDLE PARK ELK MANAGEMENT MEETINGS SCHEDULED

HOT SULPHUR SPRINGS, Colo. – The Colorado Division of Wildlife is interested in hearing from the public about management of two elk herds in and around Middle Park. Public input is critical in helping revise herd management plans, called Data Analysis Unit or DAU plans. DAU plans establish herd population objectives and set goals for male-female ratios within populations.

Interested members of the public are invited to attend DAU planning meetings for the elk in Division of Wildlife Game Management Units 18, 181, 28, 37 and 371. In order to maximize the public’s opportunity to comment, these meetings will be held at the following times and locations:

Kremmling – Tuesday, July 6, 5 p.m. to 7 p.m. at the CSU Extension Hall

Frisco – Thursday, July 8 from 6 p.m. to 8 p.m. at the County Commons – Mount Royal Room

Granby – Friday, July 9 from 6 p.m. to 8 p.m. at the Granby Library

Elk DAU E-8 and E-13 encompass the Middle Park herds, which occupy the area west of the Continental Divide including all of Summit County and most of Grand County surrounding the communities of Breckenridge, Dillon, Frisco, Granby, Grand Lake, Hot Sulphur Springs, Kremmling, Silverthorne, and Winter Park. The Arapahoe National Forest, White River National Forest, and the Kremmling Field Office of the BLM are also within these DAUs. The DAU plans will guide elk management in the area, which currently produces tremendous hunter opportunity by being open to over-the-counter bull elk hunting during archery season and the 2nd and 3rd rifle seasons. Large numbers of limited licenses are also available for muzzleloader and other rifle seasons.

"Herd size is a function of biology, but it is also a function of what the public desires for a population," added Ron Velarde, regional manager for northwest Colorado. "While the DOW is well-suited to make biological decisions, we need public input to determine if larger or smaller herds would be acceptable."

Sportsmen, outfitters, business owners and landowners all have a vested interest in the big game populations in an area. Sportsmen may want larger herds for increased hunting opportunity. Outfitters and hunting-tourism dependent businesses like hotels and restaurants may want increased hunting opportunity that brings more hunters to an area. Landowners may want decreased herd sizes to limit damage to crops and fences.

"The E-8 and E-13 DAU plans were last updated in the 1990s," said Kirk Oldham, DOW Terrestrial Biologist for the area. "Reviewing herd objectives will need to address changes in the area including habitat changes because of mountain pine beetle, increasing development on winter range and changes in recreational use of these lands in the last 20 years."

Anyone interested in elk management in these areas is welcome to provide comments to the Division of Wildlife. Draft plans and alternatives will be explained at the public meeting and can be found on the Division’s webpage at http://wildlife.state.co.us/Hunting/BigGame/HerdManagementDAUPlans/.
A short survey about the elk herds is also available. Comments and completed surveys must be submitted by July 16 to the Division of Wildlife’s Hot Sulphur Springs office at P.O. Box 216, Hot Sulphur Springs CO 80451.

DAU plans are based on wildlife management principles and public input and are revised approximately every 10 years. To aid the public in discussion, several management alternatives will be presented at the public meetings. The alternatives cover increasing or decreasing overall herd size and male-female ratios or leaving the population and gender objectives at their current levels. The benefits and drawbacks to each alternative will be presented at the meetings.

WILDLIFE COMMISSION MEETING TO TAKE PLACE IN GUNNISON JULY 8

GUNNISON, Colo. –The Colorado Wildlife Commission will finalize all 2010 small game and migratory bird provisions including season dates, bag and possession limits and manner of take at its regular meeting Thursday, July 8 in Gunnison.

The meeting will be held from 8:30 a.m. to 5:30 p.m. at the Western State College Aspinall-Wilson Center, 909 East Escalante Drive.

As part of the Commission’s review of the small game and migratory bird regulations, Commissioners will vote on allowing the take of the non-native, exotic Eurasian collared-doves year-round.

In addition, the Commission will consider whether greater sage-grouse hunting seasons should be further restricted based on conservation plan agreements.

Members of the Commission will also review draft regulations implementing Senate Bill 10-211, which authorized the Commission to reduce big game license fees and establish a preference for big game licenses for members of the United States Armed Services Wounded Warrior programs. The legislation authorized this program for soldiers who are residents of, or who are stationed in Colorado, and who have sustained severe combat-related injuries while serving in post-Sept. 11, 2001 overseas contingency operations.

Colorado Division of Wildlife staff will also update the commission on the effort to remove lake trout from Blue Mesa Reservoir in order to help the reservoir’s kokanee salmon population recover.

Constituents can listen to Commission meetings and workshops through the DOW’s website. This opportunity is provided to keep constituents better informed about the development of regulations by the Commission and how they and the DOW staff are resolving issues facing Colorado’s wildlife.

OVER-THE-COUNTER WITH CAPS BIG GAME LICENSES AVAILABLE JULY 13

GUNNISON, Colo. — Hunters are reminded that over-the-counter with caps licenses for elk and bear will be available starting at 9 a.m., July 13 at Colorado Division of Wildlife offices, License Agent businesses, and by phone or on-line.

New for the 2010 season in the Gunnison Basin are elk licenses that are specific for Game Management Unit 54. These licenses are available for purchase over-the-counter but with caps on the number available. There will be 500 either-sex licenses available on first-come first-served basis. General over-the-counter bull tags are no longer valid in Unit 54 during second season.

Hunters who wish to hunt in this unit during second season are advised to buy their licenses well before the start of the season.

Cow elk over-the-counter with caps licenses also are available in Game Management Units 25 and 26. These units are located north of I-70, approximately between Gypsum and Yampa.

Anyone who wants to hunt bears during the regular rifle season must hold a deer or an elk tag for the same manner of take, the same season and the same unit in which bear will be hunted. To properly manage bear harvest, all bear licenses for Colorado are area specific and limited in quantity.

Happy Father’s Day to all fathers

Father’s Day is a time to reflect on those men who have formed our lives. I would like to share with you two of the most important men I have been honored to have around. I was inspired to write this from Liz Palika, who today shared a wonderful tribute to her father over on Petconnection.com.

He was the Katz-en-father as our neighbors called him. Taking care of our cats with love and compassion as I grew up. He supplied food to our neighborhood kitty, who if I remember right (and I very well not) we called Tigger. He taught me to fish and taught me to carefully handle the fish. To only keep what we could eat and not to waste. He taught me to properly remove the hook from animals not up to size so they could safely continue life. He took me to the zoo and let me revel in the animals.

Later in life, he helped me grieve as my beloved cat passed away, buying a dozen roses to go into cremation with her. He held me as we both cried our horrible eyes out. Star and I were both 18. But on that day, we mourned together.

Into my adult life he has had numerous occasions to roll his eyes. From my first iguana that died due to poor information and improper care from both his original owner and myself to babysitting occasionally in the beginning years of my reptile ownership. I still have the note he wrote me to tell me that Logan passed. It was amazingly touching and showed that while he wasn’t too thrilled about the whole reptile game, he understood my connection and love for the cold blooded creatures I would eventually spend my life with.

LANDOWNER VOUCHER PROGRAM MEETING IN TRINIDAD

TRINIDAD, Colo. — The Colorado Division of Wildlife will hold a meeting in Trinidad to give the public an opportunity to discuss ways to improve the Landowner Voucher Program.

The landowner voucher program allocates hunting licenses to landowners who own at least 160 acres.

The meeting is June 24 from 4 to 7 p.m. in the Sullivan Center at Trinidad State Junior College

"This is a great opportunity for sportsmen, landowners and other community members to explore issues affecting the Landowner Voucher Program in southern Colorado," said Mike Trujillo, DOW area manager. "The members of the committee are working through this process together and are committed to having a constructive discussion and finding ways to improve this program for everyone."

Although the DOW is facilitating the meeting, the Landowner Voucher Committee is an independent, collaborative group of sportsmen, landowners, outfitters, and wildlife managers that is reviewing the voucher program. The committee’s recommendations may include policy, legislative, and regulatory changes. However, the committee does not have formal authority to enact changes to the program.

The informal, open-house format allows participants to drop in anytime during the three-hour meeting to convene with committee members and discuss issues related to the voucher program.

The Landowner Voucher Program, also known as the Priority Landowner Preference Program, plays an important role in managing Colorado’s elk, deer and pronghorn populations. Up to 15 percent of totally limited deer, elk and pronghorn licenses are reserved for landowners who own at least 160 contiguous acres of agricultural land. Landowner vouchers/licenses are valid in the entire Game Management Unit where private land is located.

The DOW will host additional open-house meetings in the upcoming months, giving residents throughout Colorado the opportunity to participate in this public forum.
